Montenegro packs more scenery into a small country than anywhere else in the region — the Bay of Kotor, Budva's coastline, the Durmitor mountains and the Tara canyon within a few hours of each other. For agents it slots naturally onto the end of a Croatian itinerary, since Dubrovnik to Kotor is a short transfer plus one border. The operational reality is road width. The Bay of Kotor road is narrow with tight serpentines, the Kotor old town has no coach access, and the climb to the Lovćen viewpoints is not a large-vehicle route. We size vehicles to the itinerary rather than to the pax count, which sometimes means two smaller coaches instead of one large one — and we'd rather say that at quote stage. Kotor takes cruise calls, so town timing is planned around the ships rather than in competition with them.
